In a surprising turn of events, Tencent has found a way to access NVIDIA’s latest Blackwell generation of graphics processors, despite existing U.S. export controls that prohibit direct sales to China. The U.S. government has made it clear that certain high-performance GPUs are banned from being sold or delivered to China. However, the rules do not extend to accessing these technologies via foreign cloud services or rental agreements. Tencent is exploiting this gray area by partnering with Datasection, a Japanese cloud provider that operates Blackwell systems in data centers outside of China, mainly in Japan and Australia. Sources indicate that Tencent has signed rental agreements totaling over $1.2 billion, granting them access to a substantial portion of Datasection’s approximately 15,000 Blackwell processors, including the B200 and B300 variants that are explicitly prohibited from export to China.
